White Stag Historical Index
This is an index of historical items, some newer, some older, relevant to White Stag in the Crossroads of America Council, the staff reunion, Camp Red Wing, and other items that are White Stag and CAC adjacent. When possible, these will be sorted by document or item type, such as roster, Daily Stag, etc.
Much of this content was contained in course director pass-down data that was rescued from the trash by Tom Kear at the end of White Stag in the Crossroads of America Council. Some of this course director administrative pass-down data dates back to 1995. I am eternally grateful to Tom for keeping this vital history from being lost forever, and to have the opportunity to preserve and share this information with you.
White Stag Staff that have directly contributed material to this site include but are not limited to Raleigh Whitham, Tom Kear, Ryan Augustine, Tim Palmer, Nelson Howell, Tim Underhill, and Mike Boebinger. If you have something you wish to be included here, please e-mail me at dm dot boyle at att dot net or contact me via the White Stag Reunion Discord server. I greatly appreciate any staff alumni who can contribute to the breadth and depth of CAC White Stag history preserved on this site.
Wanted: Anything you don't see here! I would really like to obtain rosters between 1983 and 1993 and anything related to the session(s) held at Camp Krietenstien as there was none of that in the stuff saved from the trash, not even planning documents of any kind. Obviously older stuff is likely to be on paper so I can arrange for shipping and scanning if necessary. Also wanted are issues of The Daily Stag or any previous staff publication from any year and session, and more data on the later years of the July session, as most of what I have pertains to June. See my contact information in the previous paragraph if you think you can help.

- June Session Staff Roster - In 2002, Boys' Life Magazine was going to do a feature on White Stag in the Crossroads of America Council. Like I say on the home page, at one time, we were arguably the best east of the Mississippi, and the early 2000s were arguably the pinnacle of the White Stag program in the Crossroads of America Council. Unfortunately, the feature article somehow fell through. This version of the staff roster was provided to Boys' Life for some purpose related to the article about CAC White Stag that sadly never happened.

- February Staff Development Memorandum - Schedule; Addressed to All Staff.
- February Staff Development Reminder Postcard - Back before social media and e-mail, the assistant course director would print these on cardstock, cut them up into equal pieces, stick mailing address labels and stamps on the front, and drop them into the mail about a week to a week and a half prior to the upcoming staff development weekend to make sure nobody forgot to attend.
- January Staff Meeting Memorandum - January was traditionally the start of the season for White Stag staff. The first staff meeting was the beginning of staff development and for new staff members was their first real introduction to working on White Stag Staff. Addressed to George DeBlois; Dated January 4, 1997.
- March Staff Development Memorandum - Schedule; Addressed to George DeBlois.
- March Staff Development Memorandum - Also dated April 9, 1997, but the dates contained within are scrambled between April and March. Lack of sleep that we all experienced caused stuff like this from time to time.

- June Session April Staff Development Schedule - Agenda for April Staff Development for the June session in '98. Addressed to George DeBlois.
- April Staff Development Memorandum -Dated April 7, 1997, but the context and the header indicates this was for the June session's April staff develpment weekend in '98.
- '98 White Stag Budget - Three pager for the whole course, June and August sessions. As '98 was the first year for two sessions, you can see that in the early years, at least, a valiant effort was made at an administrative level to keep the staff one unit and the course one course, just with two sessions. This early administrative unity was apparently not practical as in later years everything was very much divided between sessions.
- Completion Certificate - This was from the June '98 session based on the date. This is a template originally set up for mail merge and is basically a carry-over from 1997. Dated June 20, 1998.
- Closing Ceremony - 1998
- Closing Ceremony - Set up for 1998 parts but appears to be a carry-over from '97 based on the header.
- Closing Ceremony by Role - Set up for both sessions in '98. Troops 1, 2, and 3 were June, and 4, 5, and 6 were August (later known as July). They were prefixed by the last two digits of the year which is where we got 981, 982, 985, etc. The 0 troop was the adult administrative troop, which in '98 was Troop 980 and remained the same troop number across sessions, despite the fact that 0 staff from June usually never served during course week with staff from August/July unless it was a special circumstance like I did in '02. The only youth members of 0 staff were junior assistant scoutmasters assigned to special details. We can see in this document the effort made to keep the closing ceremony fully consistent between sessions.
- Closing Ceremony Cue Cards - Same as the above, but troop numbers indicate June. These would have been cut up and pasted onto index cards for the staff members conducting the ceremony.
- Chuck Sparks Staff Commitment Letter - From George DeBlois to Chuck Sparks; Dated June 13, 1998.
- Warren Weakley Staff Commitment Letter - From Tim Palmer to Warren Weakley; Dated June 13, 1998.

- Staff Development Weekend 1 Agenda - Further evidence of the efforts made in '98 to keep it one staff and one course, the first staff development weekend in '98 was a joint session held at Belzer with both June and August staff members all present and training together. I was there but unfortunately I don't remember much about it.
- Staff Development Weekend 1 Reminder - From Chuck Sparks to All Staff. This is a reminder letter sent out to all staff members, June and August, reference the first staff development weekend at Belzer in '98. Dated February 17, 1998.
- June Session March Staff Development Weekend Agenda - To George DeBlois; Agenda for the March '98 staff development weekend which was the second staff development weekend for June session staff. This was my first time ever at Camp Red Wing, but far from my last.
- June Session March Development Weekend Reminder - Letter from Chuck Sparks reference the June session March staff development weekend. Note Chuck's self-designation as "ASM 980J" to delineate between June and August (July) 980 staff. This is the only time I have seen this used. Dated March 12, 1998.
- June Session May Staff Development Weekend Agenda - This was the big one, our last staff development weekend before precourse. I remember this one clearly as it was a great weekend, with George telling us at the end of the weekend to go home, finish school, and be ready for course the next month. By this point the June '98 staff was basically firing on all cylinders and ready for course.
- June Session May Staff Development Memorandum - From Chuck Sparks to all June '98 staff; Dated May 8, 1998.
- Post-Course Meeting Reminder Postcard - Reminder to attend the '98 June Post-Course Meeting at Belzer on July 1, 1998.
- June Session Pre-Course Work List - This is everything that had to be done between May Staff Development and the end of pre-course Saturday in '98.
- Staff Application - This is the application for '99 staff sent out to '98 participants of both June and August sessions. This is the first official reference to the July (not August) session that I've come across in my scouring of the archives.
- Patrol Box Equipment List - This is the required contents of all patrol site equipment boxes issued to White Stag participant patrols by the Equipment Quartermaster. These boxes primarily housed patrol site cooking equipment and were made of plywood, so they were usually hauled to the patrol sites by truck or trailer during pre-course prior to the participants' arrival.
- Cash Receipts - June session '98.
- Scouts' Own Service - 1998
- Scouts' Own Service - Dated March 1, 1998.
- Staff Evaluation Form
- Wholesale T-Shirts Order - This was the '98 class B tee-shirt order from Wholesale T-Shirts at 1352 N Illinois Street in Indianapolis. These good people evidently used great materials and did an excellent job, as the shirts I bought in '98 are still in good shape and completely servicable even in 2025 despite probably hundreds of gallons of sweat absorption and hundreds of cycles through the laundry.
- July Session '99 Dates - Date assignments for the first official July session in '99; Dated August 27, 1998.
- Polytuff Inc. Memorandum - Letter from Chuck Sparks to Polytuff Inc. ordering custom White Stag JLTC License plates; Dated March 9, 1998.
- 1998 White Stag Watermarked Letterhead
- Staff Songs - This is a bit of an amalgam as to the second song because 1998 in no way rhymes with, "we've found our piece of heaven," which was the rhyming insert for 1997. In '98, the correct line was, "we know our staff is great." This was probably last modified during '98 staff development before we'd decided on the final lyrics.
- Orientation Trail
- Secret Orders - Issued to participants just prior to the outpost hike and only to be opened at the outpost during patrol campfire time.
- White Stag Participant Recruitment Brochure - Note the August dates instead of July. Was the first July session really in August? If so why do I not remember?
- Completion Certificate - Set up for mail merge from one of the PT spreadsheets.

- June Feast Invitation - From Chuck Sparks to Bob Scherb; Dated June 11, 1998.
- Session Switch Request Postcard - Apparently this was mailed to members of the June '98 staff asking them to switch to July, or August session in '98. I think they had some trouble filling vacancies on that side of the staff.
- Staff Application - Form for 1998 participants to apply to be on staff in 1999.
- Staff Equipment Checklist - From Tim Palmer.
- Troop/Scout Registration Form - Form used to enroll participants for the '98 sessions.

- July Session Participant Welcome Letter - Carol Bick to July Session Participants; Dated May 18, 1999.
- June Session Closeout Report - This is a great and very interesting document indeed, and describes some of the annoying hardships we overcame in the late '90s. From Dick Parrott to Gary Jones, Chuck Sparks, Kirk Mangold, Pam Ballard, Jim Carmichael, George DeBlois (White Stag Committee), David Bardos (Training Chair), Scott Clabaugh (Council Executive), Fred Freeman (Outdoor Activities Director), and Carol Bick (July Session Course Director). Build a new shower facility? Consider it done! There have probably been very few documents created in the history of humankind that include so much scouting talent all in one place.
- June Session Participant Welcome Letter - Dick Parrott to June Session Participants; Dated May 1, 1999.
- Personal Data Form - This is a personal inventory sheet to be completed by participants before arrival at camp for their session and was included with the welcome letter.
- Participant Welcome Letter - Dick Parrott and Carol Bick to participants; Dated April 7, 1999. It would seem the session-specific letters dated in May would have been used and not this combined letter.
- Staff Application for 2000 White Stag Staff - Chuck Sparks to all '99 participants. Dated October 11, 1999.
- Troop Scout Registration Form - Essentially unchanged from prior years.
- JLTC E-Mail - Gary Jones to Chuck Sparks, Dick Parrott, Pam Ballard, Carol Bick, George DeBlois, and David Bardos concerning matters decided by the White Stag Committee for the '99 conference. Dated March 14, 1999.
- Staff Development Weekend Reminder Postcard - A reminder for the July '99 staff development weekend scheduled from June 4 through June 6, 1999 at Camp Red Wing. From Chuck Sparks, Assistant Scoutmaster, Troop 990.

- Label Data for Presentation Packets - These were used to print out the below presentation pack labels. I was a Troop Guide in 2000 but I don't really remember what all was in these. We still prepared all our stuff like the pilgrims on old-school flip charts (the back sides of repurposed architectural drawings), not like the later years where they had pre-made overhead projector transparencies and I'm sure eventually pre-made PowerPoint presentations. These packets may have been the appropriate extracts from the JLTC syllabus containing the information necessary to build the presentation. I think we knew our material better because we made our presentations by hand with markers, paper, pens, and index cards. Anybody can read off a PowerPoint.
- Presentation Pack Labels - These are the actual labels generated by the above.
- Participant Personal Data Sheet - Inventory of participants' personal information. These were mailed out with the welcome letters when participants registered to attend a session.
- Troop-Scout Registration Form - Used to register PTs for the June & July sessions.
- Woods & Water Session Staff Development Weekend 1 - Chuck Sparks to Woods & Water Session Staff; Reminder Letter.
- The Powell House - Detailed directions to the (former) Powell House in Muncie. I can publish it now because they no longer live there. Woods & Water had their first staff development weekend at ACD Karla Powell's residence in 2000.
- Woods & Water Session Staff Development Weekend 2 - From Chuck Sparks; Reminder Postcard.
- Woods & Water Session Staff Development Weekend 3 - From Chuck Sparks; Reminder Postcard.
- Woods & Water Session Staff Development Weekend 4 - From Chuck Sparks; Reminder Postcard.
- Woods & Water Session Staff Structure - From Bruce Henry to the White Stag Committee. This is an interesting document as Woods & Water was a big change from the static White Stag sessions of June and July. The staff was much smaller, less participants were trained, but the session was a highly mobile high-adventure undertaking involving extensive hiking and canoeing. As such, tweaks and combinations had to be made to the traditional staff roles to get it to run efficiently. 2000 may have been the year of the black stave. I don't remember if that was for all Woods & Water staff or just the logistics team.
- Woods & Water Troop-Scout Registration Form - This looks to be the preliminary version of this form and was probably not used, because the second version has more information specific to Woods & Water and allowed for enrollment of multiple scouts from the same troop, which was not practical given the size limitations of the Woods & Water Session.
- Woods & Water Troop-Scout Registration Form - This is likely the final production version of the form that was actually used. Note that this is for single scouts only. The form also specifies that the scout must have backpacking experience, canoeing experience, a current Class III physical (I believe this was the same requirement to go on a trek at Philmont), be a blue tag swimmer (no beginners) with a swim test administered the first day of course (not unlike regular summer camp), and attend a pre-course meeting at Belzer on June 3, 2000. This differs markedly from the static sessions as the participants never swam, never canoed, and never saw one another until they were introduced to their fellow patrol members on the first day of course. Given the inherent greater risks of the high-adventure adaptation that was Woods & Water, it was safer and smarter to do it this way. Be prepared!
- July Session Participant Welcome Letter - Dick Parrott to July 2000 participants. Dated April 7, 2000.
- June Session Participant Welcome Letter - Tim Palmer to June 2000 participants. Dated April 7, 2000.
- Pathfinder District Pen Order Memorandum - From Chuck Sparks to whoever made our custom rosewood staff inkpens in 2000. Evidently he previously ordered pens for Pathfinder District from the same company. This has the White Stag emblem on it but nowhere else. Probably modified from the original, saved by accident, then saved-as for the below version.
- White Stag Pen Order Memorandum - From Chuck Sparks to whoever made our custom rosewood staff inkpens in 2000. This is evidently the final version. I still have my pen.
- Powell House Directions - Text-ish format; Dated February 2, 2000.
- June & July Session Participant Equipment List
- 2000 Woods & Water Closeout Report - Another very interesting document. From Bruce Henry to the White Stag Committee and CAC professional staff. Obviously Bruce used Dick's '99 June closeout report as a template but that's okay. This is some very interesting reading summarizing the very first of only three Woods & Water sessions ever held. In 2000, Woods & Water was a brand-new, riskier adaptation of the course. As usual, our staff made great things happen.
- Woods & Water Overview of Program and Facilities Use - Another very interesting document generated in the planning stages of Woods & Water demonstrating the challenges of running a mobile course versus a static course. Its really cool to get into the nuts and bolts of how Woods & Water actually worked. From Bruce Henry; Dated March 20, 2000.
- Woods & Water Participant Equipment List - Specialized for the Woods & Water session. There was a shakedown meeting held at Camp K on June 3, 2000 for equipment, backpacking, and caoneing checkout prior to the course. Participants were also issued a stave and rope to make a stave grip much like the staff carried.
- Woods & Water Participant Welcome Letter - Bruce Henry to Woods & Water '00 participants. The date says May 18, 1999 but I believe that was an omission as there was no W&W in 1999. The shakedown meeting even included an orienteering course! Pre-GPS FTW! Patrols were also assigned at the shakedown meeting to begin planning for the course as a patrol, much different than the static June and July sessions. Given the extensive logistics, this only made sense.
- Woods & Water Staff Development Weekend 1 Letter - Text-ish version of the letter posted up above. From Chuck Sparks and Bruce Henry; Dated February 2, 2000.

- All 2001 Session Dates - In 2001, there were overlapping dates between Woods & Water and July Session. Also in 2001 we did an all-session staff development weekend at Red Wing with staff present from June, July, and Woods & Water sessions. I think this time period was arguably the height of the CAC White Stag program as we ran three sessions, we had great youth participation at each, and we had great support at both the committee and professional council levels.

- Celebration Weekend Cooking Assignments - For several years in the early '00s, we held what we called a celebration or traditions weekend at Red Wing, usually around the end of June Sesssion's staff development. It was a time for the staff of all three sessions to get together and celebrate the traditions of White Stag JLTC. I like to think the annual staff reunion carries on that tradition. In 2002, staff from all three sessions were involved in cooking assignments for the weekend since it was one of the few times we ever had the entire staff in camp all at once.
- Staff Watch Order - Our staff appreciation gift in '02 were nice analog wrist watches with the White Stag JLTC emblem on the face. Each staff member received one. This is the order form for those watches. Dated March 13, 2002.
- White Stag Staff Organizational Chart - Extract from Ryan Augustine's JLTC syllabus that was last used for Woods and Water in 2002. This is a nice little organizational chart that shows how the chain-of-command of White Stag JLTC was all laid out. I had to scan it in by itself at high-resolution to get the words to pop out of the dark-colored boxes which is why its included separately here.

Patrol Cooking Instructions
1997
I believe we were not issued instructions for Thursday breakfast or lunch as the assumption was we would have figured it out by then. After that, we departed for the outpost. The next all-course meal was Friday lunch after we returned from the outpost and no further cooking was done at the patrol sites.

White Stag Staff Reunion
Patches
- White Stag TLTC Patch - From the collection of Raleigh Whitham. TLTC translates to Troop Leader Training Conference, was the link between Silver Bars and JLTC, and likely the first time the course was known as White Stag in the Crossroads of America Council. I now believe this patch is likely an example of the first itieration of this well-known design and is no older than approximately 1982. It is definitely post-1980, as the program in '80 was Silver Bars and used different insignia.
- 2025 White Stag Staff Reunion Commemorative Patch Rendering - The real thing has metallic green thread and looks even cooler! The Reunion Committee had a limited run of fifty patches produced and they were issued to attendees of the 2025 Staff Reunion.
- Semi-Inverted Color Scheme White Stag Patch - From the collection of Raleigh Whitham. This patch appears fairly recent, but note the absence of JLTC or NYLT and the alternative color scheme. This patch confused me at first, but I think this may be a White Stag patch from Hoosier Trails Council, who patterend their course after ours starting in the mid-2000s. This patch has a red button hanger loop at the top. Any additional information is appreciated.
Images and Videos
While this historical index will not be photographically or videographically intensive, some of these deserved some special attention. Photo archives from various sessions will be provided as ZIP files for download as they become available.
- TLD, Silver Bars, and TLTC: The CAC White Stag Evolution - These are what I consider priceless historic artifacts of the very roots and earliest evolution of the White Stag program in the Crossroads of America Council. Troop Leader Development (TLD) dates to 1979, Silver Bars to 1980, and White Stag TLTC to 1982 with that oh-so familiar patch we all know and love. Herein we also see Mike's staff certificate from Silver Bars in '80, dated June 28, 1980. The certificate appears to include the names and positions of the entire staff (from which I can build a roster), and Ramsey Park? As in Ramsey Park in the 300 block of W 42nd Street in Indianapolis? We definitely need to learn more about this! By '82, its clear that White Stag TLTC had moved to Camp Red Wing as evidenced by the emblem we all know and love on Mike's '82 plaque. This stuff is just fantastic. Courtesy Mike Boebinger.
- TLD, Silver Bars, and TLTC: The CAC White Stag Evolution - More priceless TLD, Silver Bars, and TLTC course-worn items. Here we can see that by 1980, the troop numeral began with the last two digits of the year, a tradition that would be carried forward until the end. The missing numeral on the right should be 2, for Troop 821, White Stag TLTC, in 1982. The staff position "P/C" stands for Patrol Councelor (spelling intentional) and is generally analagous to a Troop Guide. Courtesy Mike Boebinger.
- Wacky Wednesday - 1994; Courtesy Ryan Augustine.
- 1996 Senior Patrol Leaders - Left to right: Ryan Augustine, Travis Walker, Nick Snider, and Pat Day. Note the BSA campaign covers. I believe these were worn by the adult staff. Adult staff changed to the Leisure Felt BSA field hat the following year. Courtesy Ryan Augustine.
- 1998 June Session Photographs - Digitized from the original photograph slides by Tim Palmer.
- 2000 Woods & Water Session Photographs - Digitized from the original photograph slides by Raleigh Whitham.
- 2001 June Session Photographs - 2001 was one of the first years where digital photography came into the mainstream at White Stag. Most if not all of these were taken on a Sony Mavica that used a 3½-inch high density floppy disk for storage. For the young kids out there, that's a whopping 1.44 megabytes unformatted.
- 2001 Woods & Water Session Photographs - Digitized from the original photograph slides by Raleigh Whitham.
- 2002 June Session Early Staff Development - Some photographs from an early 2002 June Session staff development weekend at Camp Belzer.
- 2001 June Session Slideshow - This looks like the beginnings of what is possibly a staff party slideshow presentation? It appears to have closing ceremony pictures which is the very last day of course so this wouldn't be the Friday night slideshow. There are not enough photographs in here to be the full slideshow either. Around 2001 or 2002 is when we were starting to use PowerPoint for this stuff instead of photograph slides on a carousel machine.

- CAC 1993-1994 Calendar Cover - Includes a county map of the council service area as it stood in 1993 with locations of council offices, scout shops, and camps shown on the map. Also includes addresses and points of contact for each office, shop, and camp. The office in Anderson was likely a hold-over from the former Kikthawenund Council and the Muncie office likely a hold-over from the former Delaware County Council. Both of these councils previously merged into what became CAC. As to the Hagerstown office, I'll have to check my history to see if there was yet another merged council that previously existed in that area. Courtesy Ryan Augustine.

- Nelson Howell Photographs - Nelson Howell was on our staff for a number of years and provided these historical photographs as he was not able to attend the 2025 reunion due to health problems. In addition to White Stag, Order of the Arrow, and Firecrafter, Nelson was active in Troop 228 in Franklin, Indiana for many years. These deserved some special attention since Mr. and Mrs. Howell went out of their way to mail these to me. Photo 1 of 3: Nelson Howell (left, in uniform) and Kenny Demaree (right). I believe this photograph may have been taken at the National Museum, Boy Scouts of America, when it was housed on the campus of Murray State University, Murray, Kentucky. Photo 2 of 3: Nelson Howell, Kenny Demaree, and a group of scouts and scouters from Troop 228 in Franklin. Based on the plate on the van, this is no newer than 1990 and no older than 1987. Photo 3 of 3: Nelson Howell and (unidentified scout) in front of the sign at the entrance to Camp Belzer, Indianapolis. Unknown date. All photographs courtesy Nelson Howell.
